Is this actually required?
In Malaysia, yes. Section 18B of the Occupational Safety and Health Act 1994 requires employers to assess workplace risks, psychosocial risk included, and the duty is not limited to large companies. DOSH's PRisMA 2024 guideline sets out how. Penalties reach RM500,000, imprisonment of up to two years, or both.
Enforcement typically follows a reported case: a complaint, an incident, a resignation letter that names workplace stress. At that point a directive arrives with a deadline, and the cost of responding under time pressure is higher than the cost of having done it.
